SUMMARY:

The process of regionalization of federal higher and technical education institutions is fundamental for the regional development of the Seridó Potiguar. However, faced with frequent fiscal contingencies in public administration, the budgetary sustainability of these units has become a complex challenge, requiring innovative governance strategies such as the pursuit of energy efficiency through photovoltaic matrices. Given this context, the objective of this study is to evaluate the financial and budgetary impact of implementing solar photovoltaic power plants in the federal campuses of the Seridó region, seeking to analyze the reduction of operating expenses, diagnose the main operational bottlenecks, and measure the efficiency of this transition for the units' autonomy. To this end, the adopted methodology is characterized as a descriptive and qualitative case study, conducted through documentary and budgetary analysis of consumption and energy generation data (kWh), alongside a survey of maintenance flows and governance of active public contracts. As results, the research points to a significant real savings of resources from photovoltaic generation, relieving pressure on the discretionary budget and freeing up financial breathing room for core activities, while also mapping bureaucratic maintenance bottlenecks to propose a continuous monitoring model for indicators. Finally, it is concluded that energy governance based on the region's solar potential functions as an effective model for optimizing scarce resources in the public network, demonstrating that innovation in budgetary management ensures institutional sustainability and consolidates the university's role as an inducer of sustainable regional development.
