INSPECTION OF SERVICE CONTRACTS WITH EXCLUSIVE DEDICATION OF LABOR AT IFRN CAMPUS CURRAIS NOVOS: GAPS AND A MANUAL PROPOSAL

The inspection of administrative contracts is configured as a strategic activity for public governance, demanding institutional, technical, and relational capacities that ensure compliance with legislation and the effectiveness of contracted services. This project aims to identify and analyze the gaps between the current inspection practices for outsourced service contracts with exclusive dedication of labor carried out at the Federal Institute of Rio Grande do Norte (IFRN), Currais Novos Campus, and the procedures established by current legislation, with emphasis on Law No. 14,133/2021 (Brazil's New Public Bidding and Contracts Law). This is an applied research study of a qualitative nature, with descriptive and exploratory purposes, developed through a single case study. Data collection will be conducted through semi-structured interviews with public servants involved in contract management and inspection, complemented by documentary analysis of legislation, institutional norms, and administrative records. Data analysis will follow the principles of content analysis, triangulating empirical, documentary, and theoretical sources to identify convergences and divergences between what is prescribed, what is instrumented, and what is effectively practiced. The study is expected to contribute to understanding the institutional, technical, and organizational factors that influence contract inspection and to serve as a foundation for developing a basic guidance manual adapted to the reality of the Currais Novos Campus. The resulting technical product intends to strengthen contractual governance, standardize routines, reduce legal uncertainties, and promote greater efficiency and legal security in public contract management.
