SUMMARY:

The adoption of large language models within the Brazilian Public ProsecutionService involves the interaction between opportunities to support institutional work, institutional capacities, and governance mechanisms. This study analyzes thetechnical and normative process of adopting these tools, considering their uses andperceived impacts, the factors shaping their integration, and the translation ofresponsible-use principles into responsibilities and oversight procedures. Theresearch adopts a qualitative, exploratory approach and an embedded single-casestudy design, guided by a predominantly abductive analytical logic. It combinesdocumentary analysis of regulations and institutional documents with responses to aquestionnaire comprising nine open-ended questions, sent to 30 institutions betweenMay and August 2025. Of these institutions, 11 provided substantive responses, sixsubmitted replies insufficient for thematic analysis, and 13 had no recorded response. The material was examined through content analysis and source triangulation. Thefindings indicate a predominance of operational applications involving the production, revision, summarization, and organization of information, whereas managerial usesare less established. Reported benefits center on productivity, time savings, andwriting quality, but remain subject to limited measurement. Barriers involveinfrastructure, interoperability, data quality, skills, organizational culture, and outputreliability. The regulatory analysis reveals convergence around human oversight, dataprotection, and control over tool use, alongside gaps in the operationalization of riskassessment, recordkeeping, indicators, and external transparency. Responsibleinstitutionalization depends on alignment between technical choices, organizationalcapacities, and verifiable governance procedures, extending beyond the provision oftools and the issuance of regulations. As its technical and technological output, thestudy presents a draft resolution aimed at allocating responsibilities and establishingrisk-proportionate controls, whose effectiveness requires assessment throughsubsequent applications.
