SUMMARY:

This dissertation investigates the adoption of Design Thinking (DT) in the managementof Brazil’s Federal Institutes of Education, Science, and Technology and examines itsapplication as an innovation approach aimed at addressing complex problems in publicadministration. The research seeks to understand the nature of publicly availableevidence related to the adoption of DT in the management of these institutions andaims to analyze such evidence, map the contexts in which the approach is used, propose recommendations that promote its institutional adoption, and develop aproposal for a Technical (PTT), grounded in DT, for the Extension Coordination Officeat the Santa Cruz Campus of the Federal Institute of Education, Science, andTechnology of Rio Grande do Norte. The study adopts a qualitative approach, adocumentary design, and a descriptive-analytical character, and considers the 38Brazilian Federal Institutes as units of analysis. The corpus comprises documents andpublic institutional web pages, such as plans, reports, manuals, human resourcesmanagement documents, institutional programs, news articles, and official web pages.Data collection took place between January and March 2026 through a systematicsearch of institutional portals and search engines, and the records found wereclassified as direct evidence, indirect evidence, and unlocatable public evidence. Theanalysis combines descriptive procedures—using counts and proportions—with athematic analysis of the contexts in which DT is used. The results identify directevidence in 8 Federal Institutes (21.1%), indirect evidence in 25 (65.8%), and a lack ofpublic evidence found in 5 (13.2%), demonstrating the presence of some publicmention of DT in 33 of the 38 institutions. The direct evidence links the approach toprocess-based management, planning, service improvement, and, in certain cases, the formulation of programs, regulations, and institutional projects. The indirectevidence focuses primarily on Personnel Development Plans, courses, workshops, training sessions, and specific initiatives related to extension programs, incubation, entrepreneurship, and innovation. The study concludes that DT is already part of theFederal Network’s organizational repertoire, particularly in its formative and discursivedimensions, but its formal incorporation into governance tools, planning, processes, and services remains selective, uneven, and still limited. The analysis indicates that itsadvancement depends on coordination with formal management tools, the connectionbetween capacity-building and concrete institutional problems, the strengthening ofinnovation governance, and the systematic documentation of experiences—withoutinterpreting the absence of public evidence as proof of a lack of internal use, nor themere presence of documentation as sufficient evidence of the depth of its application.
