SUMMARY:

This research centers on evaluating the effectiveness of result measurement mechanisms in continuous service contracts with exclusive labor dedication within the scope of the Federal Institute of Rio Grande do Norte (IFRN), focusing on the practical application of the Result Measurement Instrument (RMI) from 2020 to 2024. Building upon this context of administrative modernization, the study investigates the following core problem: how does the application of result measurement instruments contribute to the effectiveness of services rendered under IFRN's administrative contracts?To answer this question, the general objective of the study is to understand how these instruments foster effectiveness in contract performance, revealing both the challenges and the potential of this framework within public management. Specifically, the research aims to identify the typology of measurement instruments used at IFRN and describe the workflow and practical tools—such as spreadsheets and IT systems—adopted by contract managers and inspectors. Additionally, it seeks to analyze the relationship between measurement and deliverable compliance, map the main difficulties faced by public personnel through the lens of public efficiency, and, ultimately, draft recommendations to optimize the application of these mechanisms in alignment with Law No. 14,133/2021. The relevance of the study for institutional dissemination lies in its potential to ensure that outsourced services deliver the expected value, preventing waste and guaranteeing the efficient allocation of public funds. The conclusions and diagnoses established will directly support the institution in refining its inspection procedures. Furthermore, the research proposes an innovative Technical-Technological Product (TTP): an illustrated booklet structured as a practical, desk-side guide aimed at translating complex regulations into accessible visual language. This will reduce evaluative subjectivity, minimize contractual discrepancies with third-party vendors, and effectively support decision-making for public personnel on the frontline.
