SUMMARY:

Public procurement comprises knowledge-intensive activities involving the interpretation of demands, application of regulations, preparation of technical documents, use of information systems, and interaction among different actors. In this context, Knowledge Management (KM) can contribute to organizing, sharing, preserving, and reusing the knowledge mobilized in these activities. This study aimed to propose a portfolio of KM practices and tools for the procurement process of the Health Sciences Center at the Federal University of Rio Grande do Norte (CCS/UFRN). This qualitative and descriptive research was conducted as a single-case study, including document analysis and the participation of nine requesting staff members from eight CCS departments, who contributed through semi-structured interviews and written responses to the research protocol. The data were subjected to thematic analysis according to Minayo (2014) and interpreted in light of KM and the Theory of Action, while the portfolio was developed based on Situational Strategic Planning (SSP). The results revealed differences between the formal procurement workflow and its operational dynamics, as well as the predominance of knowledge developed through experience and interaction among staff members. Weaknesses were identified in the externalization, organization, and institutional storage of knowledge, along with four critical issues: staff shortages and reactive practices; fragmentation among departments; technological fragmentation and parallel information management; and regulatory complexity associated with weaknesses in planning. Spontaneous knowledge-sharing and documentation practices were also observed, with potential for strengthening and institutionalization. Based on this diagnosis, a portfolio of KM practices and tools comprising 12 complementary actions was proposed to strengthen organizational memory, learning, knowledge sharing, knowledge dissemination, and work organization within the CCS procurement process.
