SUMMARY:

The real estate assets of Federal Institutions of Higher Education (IFEs) constitute one of the most important assets of the federal public administration. However, a paradox persists: while significant resources are invested in expanding infrastructure, maintenance management remains marked by reactive practices, informality, and technological insufficiency. Given this scenario, the research analyzed the existing gap in management and developed, based on the Design Science Research (DSR) methodology, an artifact aimed at improving maintenance processes. The research began with a comprehensive diagnosis, including a survey of 69 federal universities and an in-depth case study at the Federal University of Rio Grande do Norte (UFRN), identifying that the current systems have low adherence to the specificities of the operational dynamics of maintenance in federal higher education institutions. In response to these findings, SISMAN, a prototype Computerized Maintenance Management System (CMMS), was developed and implemented. It was designed with an architecture centered on physical assets and structured to operate in a hybrid model of administrative centralization and operational decentralization. The validation process focused on the deployment of the Materials Module in a real-world environment, aiming to mitigate logistical bottlenecks. The results indicated improvements in shipping and control processes, with the adoption of traceability, elimination of forced idle time, and operational gains resulting from logistical optimization. It is concluded that the solution increased the efficiency, governance, and transparency of maintenance management, demonstrating the feasibility of developing technological solutions in the academic-institutional environment to modernize public management.
